Non Apostille Countries 2023
As of 2023, there are about 52 countries in the world that have not joined the Hague convention. The following countries are not members of the Hague Apostille Convention and any document requested by these countries will receive a certification. Some of the countries listed below may require additional legalization by a Consulate or Embassy office.
NOTE ( The list of non-Apostille countries can change over time due to international agreements and policy changes. The Apostille Convention, also known as the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents, is an international treaty that simplifies the process of authenticating documents for use in foreign countries).
Countries that are not party to the Apostille Convention may require a different form of authentication or legalization for foreign public documents. In the below listed countries, where apostille is not issued, the person certifying the document must provide the following information; full name in capitals, the capacity in which the person is acting, residential or business address, telephone number and e-mail address.
Where a notary public certifies a document to be a true copy of the original, that document must be authenticated by Validation of the certificate of the notary public by the appropriate government department.
